PanelTime is a private drafting aid. It is not a government website and is not affiliated with the U.S. Courts, the Administrative Office of the U.S. Courts, or the federal eVoucher system.

1. Acceptance of terms

By using PanelTime you agree to these Terms of Service. If you do not agree, do not use the service.

2. What PanelTime is

PanelTime is a private software tool that assists CJA panel attorneys (CJA-20) and CJA service providers (CJA-21) — including interpreters, investigators, and experts — in converting time records into CSV files formatted for import into the federal eVoucher system. It is a drafting aid only.

You are solely responsible for your voucher. Whether you are a CJA-20 attorney or a CJA-21 service provider, you remain solely responsible for the accuracy of every time and expense entry you submit for payment. By downloading and submitting a CSV generated by PanelTime, you certify — as required by the Criminal Justice Act and the terms of your CJA appointment — that the entries are accurate, necessary, and properly categorized. PanelTime does not verify the accuracy of your entries.

3. No affiliation with the U.S. Courts

PanelTime is not affiliated with, endorsed by, or operated by the United States Courts, the Administrative Office of the U.S. Courts, or any government agency. The federal eVoucher system is operated by the judiciary. PanelTime simply produces a CSV file in the format that system accepts.

4. Your data and files

To provide its services, PanelTime transmits uploaded documents and time entry data to third-party AI processing services. This data is used solely to extract and classify time entries and is not sold to any party. PanelTime may retain uploaded files and time entry data to operate and improve the service. You should not upload documents containing information beyond what is necessary for time-entry conversion.

7. Data loss and backup

Keep independent copies of your time records. PanelTime is not responsible for lost, corrupted, deleted, or inaccessible data, including time entries stored in your Handlebill account. Data loss can result from technical failures, account cancellation, or circumstances beyond our control. We strongly recommend that you email your CSVs to yourself regularly and maintain your own backup of all hours worked. Do not rely solely on PanelTime as the only record of your billable time.

8. Handlebill™ — time tracking and analytics limitations

Handlebill is a time-tracking and practice management tool. It is not accounting software, and nothing in Handlebill constitutes financial, tax, or legal advice.

Analytics figures are estimates only. The fees, totals, and year-end summaries shown in Handlebill Analytics are calculated using historical CJA statutory rates and the time entries you have recorded. These figures may contain errors or omissions and are intended for general practice management purposes only — not for tax filing, financial reporting, or accounting. Always verify your income and expenses against your actual payment records. Handlebill Analytics does not replace your accountant, CPA, or tax advisor. You are solely responsible for the accuracy of any figures you report to the IRS or any other authority.

9. Disclaimer of warranties

PanelTime and Handlebill are provided "as is" without warranty of any kind. AI-generated text extraction and time-entry parsing may contain errors. You must review every entry before submitting a voucher or relying on any figure for financial purposes. We make no guarantee that CSV output will be accepted by any particular version of the eVoucher system, or that analytics figures are free from miscalculation.

10. Limitation of liability

To the maximum extent permitted by law, PanelTime and its operators shall not be liable for any damages arising from your use of the service, including errors in time-entry extraction, rejected vouchers, lost income, or loss of stored data. Your sole remedy for dissatisfaction with the service is to cancel your subscription.

11. Governing law

These terms are governed by the laws of the State of California. Any disputes shall be resolved in the courts of San Diego County, California.

12. Changes to these terms

We may update these terms from time to time. Continued use of the service after changes constitutes acceptance. Material changes will be communicated via email to active subscribers.
